Environmental Assessment & Permitting

For over 25 years, EIV has delivered a full spectrum of environmental and permitting services to private, municipal, power, and State clients. Our successful completion of numerous complex projects has established EIV as a recognized leader in Vermont for these critical services.

We provide comprehensive environmental permitting and compliance services, including Act 250 permitting, natural resource assessments, U.S. Army Corps of Engineers permitting, and coordination with the Vermont Agency of Natural Resources for stormwater, wetlands, and stream alteration permits. During construction, EIV also conducts environmental compliance monitoring and inspections to help ensure all applicable permits and regulatory requirements are properly followed throughout the project lifecycle.
Project Spotlight: BETA Manufacturing Plant
EIV provided environmental oversight services for the construction of the new manufacturing plant for BETA Technologies located at the Patrick Leahy Burlington International Airport. The addition of this plant will help ensure that the innovative, electric aviation company remains a vibrant part of the region’s economy for the long-term. This facility will allow BETA to design, produce and assemble electric aircraft at the airport. The plant was built in ways that minimize environmental impact, and is large enough to produce between 250 and 400 aircraft annually, allowing BETA to make flight greener, safer, and more accessible by helping the world in the transition to electric-powered aviation. EIV fulfilled the role of Erosion Prevention Sediment Control (EPSC) Specialist, ensuring the proper installation, maintenance and inspection of erosion prevention and sediment control measures.

Public Outreach

Clear, consistent communication during construction is key to keeping projects moving and addressing concerns as they come up—especially in today’s fast-paced, digital environment. EIV’s public outreach team has supported projects in communities across Vermont by building strong relationships with stakeholders and helping ensure communication stays timely and transparent.

We develop tailored public outreach plans during the planning phase and continue to support projects through design and construction. Our outreach managers share clear, reliable information while staying responsive to the needs and concerns of those affected by the work. We also offer in-house graphic design and web development to create effective project materials and communication tools.
Project Spotlight: Fairlee Ledge
EIV provided project outreach services across all three phases of this emergency ledge stabilization project along Interstate 91 between Bradford and Fairlee, Vermont. Stabilization efforts included tree clearing, removal of existing mesh, hand scaling of loose rock and vegetation along the rock face, blasting operations, installation of rock dowels to secure the slope, and mesh panels that were installed via helicopter. Because of the ledge’s height and its close proximity to the travel lanes, the interstate was fully closed for approximately eight months during 2024. During this time, EIV’s outreach team conducted door-to-door communication with local businesses and residents and coordinated closely with EMS, Vermont State Police, schools, healthcare facilities in both Vermont and New Hampshire, and affected municipalities to keep stakeholders informed and minimize disruption.
