PROJECT OVERVIEW

EIV is providing construction inspection and oversight on this long-awaited
$40.9 million contract that began in 2022. The Parkway is being constructed in order to improve traffic circulation, alleviate overburdened roadways, protect Lake Champlain through enhanced stormwater management, and improve vehicular, bike, and pedestrian safety in the Southwest section of the City. The Parkway project will result in a new, safe, 25-mph city street that also improves water quality in Lake Champlain. The project spans 2.8-miles from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue and improvements to Pine Street within the project area. This initial phase of work is slated for completion in the Fall 2024.

At the completion of this first phase of construction, additional project benefits will include a new stormwater pond and stormwater sand filter, new shared use paths providing roughly two miles of continuous off-road bike/pedestrian paths, improved raised intersections, enhancements along Pine Street with new granite curbs, reconstructed sidewalks, and improved surface drainage.

EIV staff are responsible for ensuring that this project is constructed per plans and specifications, monitoring safety protocols, and coordinating communications between the contractor and engineering staff. Our staff perform field inspection of daily activities including clearing and grubbing, excavation and subbase work, drainage, sewer system and water system installation, ESPC monitoring, duct bank installation, traffic control and flagger monitoring, and provide daily reports for activities and pay items.
